1. À propos de Radio Isangano

Radio Isangano a  été créée a partir d’un rêve de la vie de la population de Karongi d’atténuer leur isolement et étancher leur soif d'information.

Ce désir a atteint les oreilles du gouvernement du Rwanda. Radio Isangano commencé à prendre forme en Mars 2010, avec l'arrivée du projet IREX (International Research and Exchanges Board) , une organisation à but non lucratif qui a conduit un projet de renforcement des médias en vertu d'un accord signé entre le Gouvernement du Rwanda et une MCC (Millennium Challenge Corporation Threshold Programs), une entreprise américaine.

Le programme comprenait la création de deux radios communautaires en dehors de la capitale. Le District de Karongi et fut choisi comme l'un des deux emplacements pour une station de radio communautaire.

Les activités de préparation pour Isangano radio communautaire ont commencé au début de Septembre 2010, par le recrutement du directeur et du rédacteur en chef, par Isangano Association, qui a été créé par la population à en vue de mettre en place cette radio.

Plus tard il ya eu la livraison du matériel de bureau et l'installation en Octobre 2010. Entre temps, Radio Isangango a reçu  la fréquence 89,4 MHz FM du Haut Conseil des Medias (MHC) suivi par l'octroi d'une licence de radiodiffusion délivrée le 10 Mars 2011 par l'Agence Rwandais des Régulation des Services (RURA).  L’émetteur a été installé à l'antenne sur le pylône de l’ORINFOR au mont Karongi et dans la soirée du 30 Avril 2011 Radio Isangano a pour  la première fois commencé à émettre.

 2.  La gestion de la station

Radio Isangano est détenue par l’Association Isangano, qui est dirigé par un comité de gestion comprenant des postes suivants:
- Président de l'association
- Deux vice-présidents
- Secrétaire général
- trésorier
- Deux conseillers

- Un Directeur de la radio

3. Énoncé de la mission

La Radio communautaire Isangano vise à offrir a la communauté une information de qualité, diversifiée et indépendante, une information qui nourrit et encourage la participation de la communauté.

Nous visons à être une solution viable, radio culturellement diversifiée avec des liens étroits des groupes locaux. Nous avons l'intention de divertir et de stimuler l'intérêt dans les problèmes locaux à travers les échanges d'informations. Nous avons également l'intention d'éduquer en tenant compte des trois éléments de la programmation de la station de radio.

4. vision

- Nous, membres de l'Association Isangano croyons :
En l'importance fondamentale de sauvegarder et de promouvoir l'harmonie sociale, en particulier en favorisant l'épanouissement de nos communautés;
- Que la radio communautaire est un outil pour la promotion de la participation de nos communautés, de l'expression démocratique, la bonne gouvernance et les initiatives de développement local;
- Dans la nécessité de mettre en commun nos efforts et capitaliser sur nos expériences différentes pour la reconnaissance des caractéristiques spécifiques de notre communauté et des biens.

5. Mission

Notre mission est d'œuvrer pour le développement de la communication sociale locale, en favorisant les échanges entre groupes sociaux, en soutenant l'expression libre et responsable de différents groupes socio-culturels pour des initiatives de développement local et lutte contre l'exclusion.

6. Objectifs

- Encourager la production et le développement de l'information, des programmes et des services contribuant au développement de la qualité éducative, culturelle, morale, sociale et économique des citoyens;

- Promouvoir l'auto-développement et l'auto-gestion des initiatives des communautés locales pour le développement local et l'émergence de la conscience civique;

- Encourager la participation et l'expression de tous les secteurs de notre communauté, en particulier les plus vulnérables comme les enfants, les femmes et les personnes marginalisées;

- Développer les échanges entre groupes sociaux et culturels ainsi que l'expression de divers facteurs socio-culturels des entités et l'extension des savoirs locaux;

- Créer un espace de dialogue et de consultation à travers le flux permanent d'informations entre les communautés, les partenaires et les organisations de base.

7. Valeurs

En tant qu'organisation, nous tenons à notre position dans la communauté et la famille de la radio communautaire Isangano.
Dans notre production et la programmation de radio, nous valorisons l'excellence, la diversité et le niveau élevé de comportement éthique et professionnel.
Comme le personnel permanent ou volontaire des producteurs et des gestionnaires d'émissions de radio communautaires Isangano, nous valorisons une culture d'inclusivité, de convivialité, de tolérance, courtoisie, de considération, une attitude positive et une communication ouverte.

8. La satisfaction du client

Nous devons promouvoir une culture qui met l'accent sur la prestation de services souples et adaptés aux besoins et attentes de notre audience
Le personnel/ les bénévoles de la Radio communautaire Isangano la radio du personnel traitent l’audience d'une manière qui respecte les droits des individus, la dignité et la sécurité personnelle dans toutes les situations.

9. Déclaration

Tous les membres du personnel et les bénévoles s'engagent à fournir le meilleur service possible au grand public, les auditeurs et les collègues tout le temps. Les besoins de nos auditeurs doivent prendre la première place dans nos activités et, par conséquent, les membres et le personnel doivent constamment montrer la volonté d'aider. Les valeurs que nous défendons sont importantes pour assurer un service de qualité. Ils doivent refléter l'engagement sincère du public, les intervenants et collègues.

10. Code de déontologie

Association Isangano et les membres du personnel de radio suivent  un code d'éthique fondé sur des normes internationalement reconnues de l'équilibre, l'objectivité, l'intégrité, l'honnêteté, la ponctualité, l'équité et l'ouverture à tous les secteurs de la société, ainsi que de rechercher la vérité,  pour la souci de ses auditeurs, et non pour les parties intéressées, à répondre aux besoins du public et de la communauté. Toutes les plaintes ou suggestions doivent être documentés et portés à l'attention des comités de l'Association communautaire Isangano ou sous-comités ou du conseil.

11. Politique éditoriale / Orientation

La radio communautaire Isangano ne s’alignée avec aucun parti politique ni aucune autre affiliation de ce genre. Sa politique éditoriale est d’abord et avant tout axée sur l’économique, la culture, questions générales de politique publique locale. Cependant, et si besoin est, il doit s'efforcer de garantir et d'assurer l'égalité d'accès à ses ondes à des candidats à la fonction publique légitimes et officiellement reconnus au cours campagnes électorales.

Nonobstant cette disposition, rien ne peut passer sur ses ondes concernant la politique pure, débats idéologiques ou controversées ou les programmes politiques divisionnaires, sauf indication contraire ou autorisées par le conseil d'administration.

Pour toute émission politique, le promoteur de l'émission, le parti politique ou un individu pour le compte duquel le programme est en cours de diffusion doit être identifié comme tel, avant et après l'émission.

12. Publicité à la radio Isangano

Radio Isangano est une prise non-commerciale de radiodiffusion. Toutefois pour couvrir une partie de ses coûts, il est ouvert à des annonces payées commerciales ou sociales. Toutes les annonces de cette nature sur radio communautaire Isangano doivent être faites à travers son équipe de direction et agents de publicité, ou des représentants de marketing et des initiatives bénévoles.

13. Déclaration de qualité

L'assurance qualité dans les opérations et la prestation des services est fondamentale pour le succès de la radio communautaire Isangano. Sa direction et le personnel doivent respecter une politique de reconnaître l'importance d'une compréhension claire des besoins de nos auditoires. L'objectif est d'offrir des services qui dépassent les attentes des auditoires et de fournir des solutions qui, lorsqu'elles sont mises en place, sont efficaces et socialement responsables.

14. Principes de bénévolat

Les bénévoles sont les membres intégrés de la radio communautaire Isangano qui font un travail non rémunéré, et la communauté reconnait  la valeur de leur contribution. Les bénévoles contribuent à des opérations de la radio communautaire Isangano en travaillant sur ??une base régulière sans salaire, ils peuvent être présentateurs, animateurs, producteurs ou de rendre un service précieux dans le fonctionnement général ou la gestion de la station.

1. About Radio Isangano

Radio Isangano sprang from a lifetime dream of the Karongi population to alleviate their isolation and quench their thirst for information.

This desire reached the ears of the Rwanda Government.  Radio Isangano began to take shape in March 2010, with the arrival of the International Research and Exchanges Board (IREX), a non-profit organization that has led a media strengthening project under an agreement signed between the Government of Rwanda and a US based Millennium Challenge Corporation Threshold Programs.

The program included the establishment of two community radios stations outside the capital. Local leaders conveyed the desire of the population for greater information and Karongi District was chosen as one of the two locations for a community radio station.

Preparation activities for Isangano community radio started early in September 2010, when the future radio station director and editor-in-chief were recruited by Isangano Association, which was created by the population to steward the work of establishing this radio.

The long journey toward the actual creation of the station included the provision of a host facility by District officials. Furthermore, with the first radio broadcast and office equipment delivery and installation in October 2010, the project decisively materialized in the community..

 Two other milestone in this endeavor were the acquisition of the 89.4 MHz FM broadcast frequency in mid-January 2011 by the Rwandan Media High Council (MHC), followed by the granting of a broadcasting license no. 02/2011 issued on March 10, 2011 by the Rwanda Utilities Regulation Agency (RURA).

Connection of its transmitter to antennas, which were installed on Orinfor’s Mount Karongi mast poles in the evening of April 30, 2011 subsequently allowed Radio Isangano to go on-air for the first time

3.  Mission Statement

Isangano Community Radio aims to deliver a quality, diverse and independent alternative to mainstream information to its community, information that nurtures and encourages the community’s popular participation.

We aim to be a viable, culturally-diverse community-based radio station with strong ties to local groups. We intend to entertain and to stimulate interest in local issues/affairs through information exchanges. We also intend to educate by tying together all three elements in the radio station’s programming.

4. Vision

We, members of the Isangano Association believe:

In the fundamental importance of safeguarding and promoting social harmony in particular by enhancing the vitality of our communities;

•  That community radio is a tool for promoting the participation of our communities, democratic expression, good governance and local development initiatives;

• In the need to pool our efforts and capitalize on our different experiences for the recognition of our community’s specific characteristics and assets.

5. Mission

Our mission is to work for the development of local social communication, understood as fostering exchanges between social groups, supporting the free and responsible expression of various socio-cultural groups for local development initiatives and fighting against exclusion.

6. Objectives

•   Encourage the production and development of information, programs and services contributing to quality educational, cultural, moral, social and economic development of citizens;

•  Promote self-development and self-management initiatives of local communities for local development and emergence of civic consciousness;

•    Encourage participation and expression of all sectors of our community, especially the vulnerable such as children, women and marginalized people;

•   Develop exchanges between social and cultural groups as well as expression of various socio-cultural entities and extension of local knowledge;

•   Create a space for dialogue and consultation through the permanent flow of information among communities, partners and grassroots organizations.

As an organization, we value our standing in the community and the Isangano Community Radio family.

In our production and delivery of radio programs, we value excellence, diversity and high standard of ethical and professional conduct.

As permanent staff or volunteer producers and managers of Isangano Community Radio broadcasts, we value a culture of inclusiveness, friendliness, tolerance, courtesy, consideration, a positive attitude and open communication.

8. Customer satisfaction

We will diligently promote a culture that focuses on the provision of services that are of value to our audiences and that are responsive and flexible to their needs and expectations.

Isangano Community Radio staff/volunteers are to treat audiences in a manner that respects individuals’ rights, dignity and personal safety in all situations.

9.  Statement

All staff members and volunteers vow to provide the best possible service to the general public, listeners and colleagues at all times.  Our listeners and stakeholders’ needs must be at the forefront of our activities; therefore, members and staff should constantly exhibit willingness to assist. The values we hold are important for achieving quality service. They must reflect genuine commitment to audiences, stakeholders and colleagues.

10. Code of ethics

Isangano Community Association and radio members and staff will follow a code of ethics based on internationally recognized standards of balance, objectivity, integrity, honesty, timeliness, fairness and openness to all sectors of society, as well as of seek= out the truth for the sake of its listeners, not for interested parties,  in meeting audience and community needs. All audience/sponsors complaints or suggestions are to be documented and brought to the attention of the Isangano Community Association’s committees/subcommittees or Board.

11. Editorial Policy/Orientation

Isangano community radio does not align itself with any political party or affiliation.  Its editorial policy first and foremost focuses on local social, economic, cultural, political and general public policy issues. However and if need be, it shall endeavor to guarantee and ensure equal access to its airwaves to candidates for public office during legitimate and officially-recognized electoral campaigns.

Notwithstanding this provision, nothing can be said on its airwaves concerning pure politics, heated ideological debates or controversial or divisive political programs, unless otherwise instructed or allowed by the Board of Directors.

For any political broadcast, the sponsor of the broadcast, the political party or individual on whose behalf the program is being broadcast must be identified as such, before and after the broadcast.

12. Advertisement on Radio Isangano

Isangano radio is a non-commercial broadcasting outlet.  However, and to recoup some of its costs, it is open to paid commercial or social announcements. All advertisement of this nature on Isangano community radio is to be done through its management team and advertising agents, or marketing representatives and volunteer initiatives.

Any act, verbal notice or service explicitly designed to serve as free adverting for a venue, service, event or product should follow proper channel and be identified as such, distinct from standard and regular programming.

13. Quality Statement

Quality assurance in operations and service delivery is fundamental to the success of Isangano Community Radio. Its management and staff shall uphold a policy of recognizing the importance of a clear understanding of our audiences’ needs. The aim is to deliver services which exceed audiences’ expectations and provide solutions which, when put in place, are effective and socially responsible.

14. Principles of volunteering

Volunteers are incorporated members of Isangano Community Radio, which acknowledges that it relies heavily on the unpaid work of volunteers and values their contribution highly. Volunteers contribute to the operations of Isangano Community Radio by working on a regular basis without a salary; they may be presenters, animators, producers or render any valuable service in the general running or management of the station.
