Radio Isangano sprang from a lifetime dream of the Karongi population to alleviate their isolation and quench their thirst for information. This desire reached the ears of the Rwanda Government. Radio Isangano began to take shape in March 2010, with the arrival of the International Research and Exchanges Board (IREX), a non-profit organization that has led a media strengthening project under an agreement signed between the Government of Rwanda and a US based Millennium Challenge Corporation Threshold Programs. The program included the establishment of two community radios stations outside the capital. Local leaders conveyed the desire of the population for greater information and Karongi District was chosen as one of the two locations for a community radio station. Preparation activities for Isangano community radio started early in September 2010, when the future radio station director and editor-in-chief were recruited by Isangano Association, which was created by the population to steward the work of establishing this radio. The long journey toward the actual creation of the station included the provision of a host facility by District officials. Furthermore, with the first radio broadcast and office equipment delivery and installation in October 2010, the project decisively materialized in the community.. Two other milestone in this endeavor were the acquisition of the 89.4 MHz FM broadcast frequency in mid-January 2011 by the Rwandan Media High Council (MHC), followed by the granting of a broadcasting license no. 02/2011 issued on March 10, 2011 by the Rwanda Utilities Regulation Agency (RURA). Connection of its transmitter to antennas, which were installed on Orinfor’s Mount Karongi mast poles in the evening of April 30, 2011 subsequently allowed Radio Isangano to go on-air for the first time 2. Mission Statement Isangano Community Radio aims to deliver a quality, diverse and independent alternative to mainstream information to its community, information that nurtures and encourages the community’s popular participation. We aim to be a viable, culturally-diverse community-based radio station with strong ties to local groups. We intend to entertain and to stimulate interest in local issues/affairs through information exchanges. We also intend to educate by tying together all three elements in the radio station’s programming. 4. Vision We, members of the Isangano Association believe: In the fundamental importance of safeguarding and promoting social harmony in particular by enhancing the vitality of our communities;

Mission Our mission is to work for the development of local social communication, understood as fostering exchanges between social groups, supporting the free and responsible expression of various socio-cultural groups for local development initiatives and fighting against exclusion. 6. In our production and delivery of radio programs, we value excellence, diversity and high standard of ethical and professional conduct. As permanent staff or volunteer producers and managers of Isangano Community Radio broadcasts, we value a culture of inclusiveness, friendliness, tolerance, courtesy, consideration, a positive attitude and open communication. 8. Customer satisfaction We will diligently promote a culture that focuses on the provision of services that are of value to our audiences and that are responsive and flexible to their needs and expectations. Isangano Community Radio staff/volunteers are to treat audiences in a manner that respects individuals’ rights, dignity and personal safety in all situations. 9. Statement All staff members and volunteers vow to provide the best possible service to the general public, listeners and colleagues at all times. Our listeners and stakeholders’ needs must be at the forefront of our activities; therefore, members and staff should constantly exhibit willingness to assist. The values we hold are important for achieving quality service. They must reflect genuine commitment to audiences, stakeholders and colleagues. 10. Code of ethics Isangano Community Association and radio members and staff will follow a code of ethics based on internationally recognized standards of balance, objectivity, integrity, honesty, timeliness, fairness and openness to all sectors of society, as well as of seek= out the truth for the sake of its listeners, not for interested parties, in meeting audience and community needs. All audience/sponsors complaints or suggestions are to be documented and brought to the attention of the Isangano Community Association’s committees/subcommittees or Board. 11. Editorial Policy/Orientation Isangano community radio does not align itself with any political party or affiliation. Its editorial policy first and foremost focuses on local social, economic, cultural, political and general public policy issues. However and if need be, it shall endeavor to guarantee and ensure equal access to its airwaves to candidates for public office during legitimate and officially-recognized electoral campaigns. Notwithstanding this provision, nothing can be said on its airwaves concerning pure politics, heated ideological debates or controversial or divisive political programs, unless otherwise instructed or allowed by the Board of Directors. For any political broadcast, the sponsor of the broadcast, the political party or individual on whose behalf the program is being broadcast must be identified as such, before and after the broadcast. 12. Advertisement on Radio Isangano Isangano radio is a non-commercial broadcasting outlet. However, and to recoup some of its costs, it is open to paid commercial or social announcements. All advertisement of this nature on Isangano community radio is to be done through its management team and advertising agents, or marketing representatives and volunteer initiatives. Any act, verbal notice or service explicitly designed to serve as free adverting for a venue, service, event or product should follow proper channel and be identified as such, distinct from standard and regular programming. 13. Quality Statement Quality assurance in operations and service delivery is fundamental to the success of Isangano Community Radio. Its management and staff shall uphold a policy of recognizing the importance of a clear understanding of our audiences’ needs. The aim is to deliver services which exceed audiences’ expectations and provide solutions which, when put in place, are effective and socially responsible. 14. Principles of volunteering Volunteers are incorporated members of Isangano Community Radio, which acknowledges that it relies heavily on the unpaid work of volunteers and values their contribution highly. Volunteers contribute to the operations of Isangano Community Radio by working on a regular basis without a salary; they may be presenters, animators, producers or render any valuable service in the general running or management of the station. 11. Isangano radio programing Radio Isangano focuses on various programs that are of interest to local population.
